Angola’s President Approves €449 Million Investment in Tourism Infrastructure

Angola’s President João Manuel Gonçalves Lourenço has approved a public investment of €449 million to expand integrated infrastructure in the country’s key tourism regions.

The funds will be used to develop the Cabo Ledo tourism development site and to establish a nationwide coastal tourism corridor. This corridor includes several areas of Angola, the Official Host Country of ITB Berlin 2026, such as Pipas Bay at Saco Mar, Tômbwa Bay and Três-Irmãos Bay in Moçâmedes, and Quicombo Bay in Cuanza Sul Province. Planned investments cover access roads, water and sewage systems, electricity and telecommunications networks, as well as public lighting. With this decision, the government reaffirms its strategic approach to strengthening tourism as a key sector for economic diversification and sustainable growth.

The projects are part of the Planifica Turismo program, which provides guidelines for tourism planning and spatial development. The aim is to improve accessibility, safety, urban functionality, and the attractiveness of regions with high tourism potential, thereby creating better conditions for private investment. The initiative is financed through external funds from the Mitsubishi UFJ Financial Group. According to the Angolan government, the previously limited availability of basic infrastructure has significantly hampered the development of tourism potential in many regions, despite increasing investor interest.

The Ministry of Tourism confirms that several national and international investors have already expressed interest in projects in the targeted areas. By providing this targeted public support, investment barriers are expected to be reduced, the competitiveness of the destinations strengthened, and sustainable tourism development enabled. Tangible benefits are anticipated for employment, local economic cycles, and the living conditions of the local population.

With this investment decision, Angola also underscores its ambitions as an attractive destination for tourism investments. After being recognized in 2025 by the Global Tourism Forum as the best destination for tourism investment, the government sees its strategy confirmed to develop the country’s coastal and beach regions in a strategic, sustainable, and competitive manner.
